Towards a new/updated Strategic Plan for Cystic Fibrosis Ireland (CFI)

Request For Tender (RFT) to support the consultative phase

October 2023 to January 2024

Cystic Fibrosis Ireland is in the process of developing a new/updated Strategic Plan for the period 2024 to 2026, which will also identify/consider some of our longer term ambitions beyond 2024.  

Strategic planning to improve Cystic Fibrosis services and related issues is complex and wide ranging. The development of the plan is taking place at a time of great change and progress in CF care in Ireland, though much remains to be achieved.

To provide context to the development of a plan, CFI has prepared a discussion paper of current issues and context that will inform the next plan and a copy of the previous Strategic Plan 2021-2023 is available, for information, on request.

Project Requirements

As part of the process of developing a new/updated plan, CFI is seeking support of a suitably qualified consultant to undertake the consultative phase on behalf of the Board.

The consultation will involve a range of different methodologies including:

• A survey of our members and key stakeholders
• Focus group meetings with key stakeholders
• Summarising in report form the outcomes of consultative meetings
• Identification of key themes emerging from the consultative phase

The outputs expected from this tender are:

• The drawing up of a Project Initiation Document (PID) setting out the aims and methodology and timescale of the consultative phase
• A template for reporting on the outcomes from consultation processes
• The identification of a range of methodologies and tools to inform the consultative phase
• The inclusion of at least one innovative digital solutions used in strategic planning
• The writing up of a detailed report of the outcomes from the consultative phase.

This document will greatly assist in informing the strategic plan.

Tenders documents should:

• Set out how the consultants propose to address the requirements of the tender
• Details of the experience and  skill-set of those leading the successful tender.   CV’s of the individuals who will carry out the review should be included
• Details of experience in similar/relevant projects in the voluntary community sector and experience in participatory consultative processes
• Reflect the requirements in this RFT
• Budget breakdown
• Availability of consultants

Consultant requirements will also include:

• Good empathy and listening skills
• Experience and an understanding in health policy
• Ability to meet deadlines

Cross Infection Guidance

It should be noted that because of the nature of CF, those with CF should only meet via zoom or similar platforms and cannot be brought together in the one room. Further advice will be provided to the successful tender.

Budget & Timescale

The budget for this work is €7,000 excluding VAT.

The consultation will take place from October 2023 to January 2024 (some flexibility possible).
